The Uniform Civil Code Uttarakhand 2024 Bill will be introduced in the state assembly today by Uttarakhand Chief Minister Pushkar Singh Dhami. The foremost commitment made by the BJP in its campaign for the 2022 assembly election was the bill, which aims to substitute uniform civil norms for individual religious traditions regarding marriage and inheritance.
The Uttarakhand Cabinet approved the draft report on Sunday, two days after the five-member UCC committee under the direction of former Supreme Court judge Ranjana Desai submitted it to the chief minister.
Given that the ruling BJP has 47 members in the 70-member house, the bill is anticipated to pass easily through the legislature. The governor, who is the head of state by constitutional authority, will then receive the law. It will become a law if the governor gives his approval.
There will probably be pyrotechnics between the opposition Congress and the ruling BJP during the Uttarakhand assembly session, which specifically called for the tabling of the bill. Congress MLAs exposed their intentions on Monday, the opening day of the session, when they left a Business Advisory Committee meeting to protest the panel’s decision to forgo Question Hour.
In response to the demonstration, Speaker of the Uttarakhand legislature, Ritu Khandari, declared on Monday that the UCC is a crucial measure for the whole country. “The Question Hour is important too, but sometimes things are so significant that they take precedence over the routine procedures of the House,” she stated.
Later, in a letter to the Speaker, the Congress MLAs questioned the decision to waive Question Hour on technical grounds, citing constitutional concerns. Additionally, they argued that since the House had not been prorogued during its previous session, the current one cannot be classified as a special session.
Dhami has stated that the UCC will benefit all facets of society prior to the state of the session.
The entire nation, not just Uttarakhand, was anticipating the UCC. When it is introduced in the state assembly on Tuesday, the wait will soon come to an end. The way the law is introduced and approved in this House will be watched by people around the nation, according to Dhami.
The bill will be discussed in the House on Tuesday.
Arjun Ram Meghwal, the Union Minister for Law and Justice, announced on Monday that the Law Commission of India is examining whether the Uniform Civil Code is still necessary.
“This is not simply the Center’s problem; even during the Constitution’s creation, discussions about it took place.The Law Commission of India is currently reviewing this issue and conducting consultations on it. The Goa government has already worked on UCC, and the states can make improvements or fixes to it. This has been accepted by the Uttarakhand cabinet, and we will let you know as soon as we receive the Law Commission’s report,” he said.
