On one hand, the central government is emphasizing on the ‘digitalization’ of all departments with the aim of making the administration transparent, while the Shinde government of Maharashtra is already taking the ‘digital’ process offline. In an order issued by the Urban Development Department on September 1, all municipal corporations (except Mumbai), development authorities and other departments have been asked to take all administrative processes of building construction offline. Earlier this entire process was online. There is a manual for building construction to be followed by all the municipal corporations, district councils and other development authorities of the state.
Before construction of the building, the concerned builder, builder, land owner etc. had to take permission, NOC (CC, OC etc.) from the concerned department from time to time. Till now all this process was completed online on ‘BPMS’ software system developed by ‘Maha IT’ company of Maharashtra Government, but now the government is saying that there is some technical deficiency in ‘BPMS’, due to which next This has been banned for 4 months. Now all these processes will be offline.
Former corporator Rohit Suvarna says that this order of the government will reduce transparency. Corruption will be encouraged. ‘Maha IT’ is a big company. Making the entire process offline by citing technical shortcomings of BPMS raises questions on the intentions of the government. Former NCP district president Ankush Malusare alleges that the town planning department is a ‘creamy’ department. It comes under CM. Offline method will encourage corruption. It seems that the Shinde government is collecting ‘election expenses’. A builder said on the condition of anonymity that the cost of every work in the urban construction departments is fixed per square feet.
