On February 12, 1921, the Duke of Connaught of Britain lay the cornerstone for Parliament House, declaring that it would serve as a “symbol of India’s rebirth to yet higher destinies” twenty years before India attained independence. The famous “Tryst with Destiny” address given by the first Indian prime minister Jawaharlal Nehru on August 15, 1947, reverberated throughout the now-designated “Old” Parliament building. At the start of independence, the Constituent Assembly transferred authority at a midnight session.
The ancient Parliament, which has been around for more than a century, is the shrine of Indian democracy. On April 8, 1929, rebels Bhagat Singh and Batukeshwar Dutt shook the ancient Parliament, which was ruled by the British Raj. The Hindustan Socialist Republican Army (HSRA)’s message was printed on red flyers that the two freedom fighters dropped from the Visitors’ Galleries. When Sir John Allsebrook Simon and other people were in the Central Legislative Assembly, Singh and Dutt detonated explosives. Strong demonstrations against the Simon Commission spread across the nation, and “Simon Go Back” became as one of the most potent catchphrases of pre-Independent India.
The Lahore edition of The Tribune published a front-page article about the freedom fighters on June 8, 1929, with subheadlines that included quotes from them, including: “We wanted to make deaf hear,” “No faith in utopian non-violence,” “Assembly is only a hollow show,” and “We could have ambushed Simon, but that was not our intention.” Following the event, Singh and Dutt both turned themselves up, and according to press accounts, they claimed that it was just a “danger signal to the government” to “change the system of administration.” In order to spread awareness of their cause and philosophy among the populace, they planned to get arrested and utilize the trial court as a platform for propaganda. In the Assembly Bomb Case, Singh and Dutt were tried.
Since India’s fate has been determined by the Old Parliament building for more than nine and a half decades, both before and after Independence. The ancient Parliament’s odyssey extends beyond its magnificent architecture to include its historic past. Under the reign of King George V, it symbolizes the change of the imperial capital’s relocation from Calcutta to Delhi. We must keep in mind the narrative, ethos, and democratic principles that the Parliament building, which was created as part of a bigger mission and symbolizing India’s holy tryst with independence, envisioned for India post-Independence.
Colonialism and Post-Independence
The building of the Parliament House was finished in six years. On January 18, 1927, at the inaugural ceremony, Lord Irwin, India’s viceroy and governor-general at the time, formally opened the Indian Parliament. The Parliament of India was formerly known as the House of Parliament and was created by British architects Edwin Lutyens and Herbert Baker in 1912–1913 as part of a larger project to build a new administrative capital city for India.
The designs for a long-term structure to house the legislature caused conflict between the two architects. Baker wanted the Parliament building to be triangular, but Lutyens preferred a circular, colosseum-style design. They debated on where to put the building as well. Baker sought to look at other locations for the Parliament House, away from the secretariats on Raisina Hill, whereas Lutyens favoured the building’s present position. Lutyens eventually won out, and the circular design was chosen by the commission in charge of building the new capital city. Lutyens said, “I have the building where I want it and in the form I want it.
Plans for Delhi’s new capital city were being created in 1913. It was intended for the current unicameral legislative council to be housed within the Governor General’s residence (today known as Rashtrapati Bhawan). The viceregal residence in Shimla served as the location for the council’s summer sessions due of its size. The council convened in a structure (the Delhi Legislative Assembly), which also served as the location of the government secretariat, during the winter months. However, a bicameral legislature was established as a result of the Montagu-Chelmsford Reforms of 1918, which introduced a small amount of self-government.
The administration now needed room for two houses of the legislature’s legislative chambers. The issue centered on the newly constituted 140-member bigger parliamentary assembly. There were two ideas put forth: either host the legislative assembly in a shamiana (tent), or renovate an existing structure to do so. The second suggestion was taken into consideration, and a bigger council room was built in the secretariat building. In 1921, the first central legislative assembly convened there.
A argument was being held when a tile from the assembly chamber’s roof fell a few months after it had been established. Later that year, the freshly built building’s arched roof corridors began to develop fractures. Two years later, to suit the expanding assembly crew, a plaster attic level was built to the structure.
The Constituent Assembly needed to fit more than 300 people, which presented logistical issues in a newly independent India still suffering from the effects of communal strife and division. This required remodeling the library so that it could serve as the center hall for the Constitution-making process. To combat the cold of winter in Delhi, benches with electrical heating were put in this hall.
The center hall of the Parliament House, which was once known as the Council House, is circular and measures 98 feet in diameter. The hall embodies the spirit of the Parliamentary complex since it was here that the Indian Constitution was formed. The Indian Constitution became operative on January 26, 1950. The first elected Parliament was established in April 1952 after the 1951–1952 general elections conducted in accordance with the new Constitution.
The Lok Sabha, Rajya Sabha, and a library hall are all located at the Parliament, also known as Sansad Bhavan, which is at the end of Sansad Marg. Between these three rooms, there is a garden. Ministers, significant Lok Sabha and Rajya Sabha staff, Chairmen, and Parliamentary Committees may stay in the building. In 1956, the current Parliament Building gained two stories. The Parliament Museum was founded in 2006 with the intention of educating people about the more than 2500-year-old democratic legacy of India. The museum has a variety of attractions, including sound and light movies, enormous interactive computer displays, and virtual reality.
Timing: The Old and the New Parliament
In a White Ambassador wearing bogus Home Ministry stickers, Lashkar-e-Taiba (LeT) and Jaish-e-Mohammed broke into the Indian Parliament’s grounds on December 13, 2001. The assailants breached consecutive security barriers while brandishing AK-47 rifles, grenades, grenade launchers, and pistols. Despite the fact that all MPs made it out alive, the incident left nine persons dead and 18 others injured, including six Delhi police and two members of the Parliament security team. A suicide vest-wearing assailant was shot before his explosives detonated and killed him. The four further assailants died as well. LK Advani, the country’s then-minister of home affairs, described the incident as a “terrorist assault on the very bastion of our democracy, clearly aimed at wiping out the country’s top political leadership.”
Meira Kumar, a former speaker of the Lok Sabha, highlighted her worries about the parliament building in 2012, claiming that it was “quietly weeping.” It was eventually established that the structure had seepage, plumbing difficulties, as well as other persistent challenges. The same was reaffirmed by Kumar’s successor Sumitra Mahajan in 2018 on the condition of the building, which was at that time 88 years old. Mahajan said that the building was displaying “signs of distress” in a letter to the authorities. The Budget session of Parliament, which concluded in April, was the final legislative session held by the Old Parliament.
Prem Singh Chandumajra, a Shiromani Akali Dal (SAD) member from Anandpur Sahib, asked in March 2018 that the space in Parliament (the two seats) from where Singh and B.K. Dutt detonated their explosives be set aside to commemorate the occasion. In order to place a banner at the location where the bomb was dropped into the well and to raise awareness of the fight against the anti-people policies of colonial authority, Chandumajra had met with the then-LS speaker Sumitra Mahajan. In a letter to the speaker, Chandumajra said, “This tribute is long overdue.” He had also asked for a holiday to be proclaimed in Parliament on March 23, which is the anniversary of the deaths of Bhagat Singh, Rajguru, and Sukhdev. On this day, he said, “MPs should travel to Khatkar Kalan, Bhagat Singh’s ancestral village.”
The new Parliament has already made history for a number of reasons while the last one fades into obscurity. Several opposition parties are boycotting the inaugural event. Additionally, PM Modi has drawn criticism for excluding Draupadi Murmu, the president of India, from the event. In December 2020, Modi oversaw the new parliament’s groundbreaking ceremony as the Farmers’ Protest in Delhi had lasted more than two weeks. The magnificent Central Vista proposal, which is anticipated to cost $2,7 billion, includes the new parliament complex. As India fought with the first and second waves of the COVID-19 epidemic, its foundation was set.
