By April 1, 2023, investment in modest savings programs like Sukanya Samriddhi Yojana (SSY), Public Provident Fund (PPF), and Senior Citizens Saving Schemes (SCSS) would need a Permanent Account Number (PAN) and an Aadhaar. On March 31, the Finance Ministry formally notified the public of the same. PAN and Aadhaar IDs are required to be provided while enrolling in any government-backed modest saving programmes, according to the government’s announcement. Current customers must provide their Aadhaar number by September 30; if they fail to do so, their accounts will be suspended until they do so. Also, the announcement makes it clear that in order to connect your PPF, SSY, NSC (National Savings Certificate), SCSS, or other small savings account to your investment in a small savings scheme, you must provide an Aadhaar number within six months of account establishment.
It is important to note that you may offer your Aadhaar enrollment number if UIDAI has not yet given you an Aadhar card.
Before this announcement, it was allowed to invest in government-sponsored modest savings programmes without providing an Aadhaar number. But going forward, users would need to provide at the very least their Aadhaar enrollment number in order to engage in these savings plans.
The process of “knowing your customer” (KYC) includes these modifications.
The announcement further states that a PAN must be provided while creating a modest savings account. In the following circumstances, the PAN must be submitted within two months of the account opening if it was not submitted at that time:
The account’s balance is always more than Rs 50,000.
In any financial year, the total credits in the account reach Rs. 1,000,000.
The total amount of withdrawals and transactions from the account in a month surpasses Rs 10,000.
The announcement said, “In the case that the Depositor does not submit the Permanent Account Number (PAN) within the required period of two months, his account will cease to be operational until the time he provides the Permanent Account Number to the Accounts Office.
Millions of middle-class people favor small savings programs like Public Provident Fund (PPF) and Senior Citizens Saving Schemes (SCSS) above other investing possibilities.
These programs have the support of the government and promise rewards. Moreover, these plans provide tax advantages under Section 80C of the Income Tax Act.
